Description

The Flat Top Complex Wildfire Review Committee was established in June 2011 to review Alberta's wildfire management program with a focus on the response to the wildfires that entered the Town of Slave Lake and nearby communities in May of that year. After review, the committee made 21 recommendations in its final report. This report provides a progress update on the government's actions in response to these recommendations.

Following the 2011 Slave Lake wildfires, the Alberta government introduced several changes to Alberta's emergency preparedness system in Alberta under government's plan to improve public safety governance. Many were already in development or being planned. The recommendations in the KPMG report Lesser Slave Lake Regional Urban Interface Wildfire Lessons Learned Report align with these initiatives.

This post-incident assessment reviews the Province's response to the wildfires that threatened the Lesser Slave Lake region in May of 2011. It finds that the response to the Lesser Slave Lake disaster met or exceeded standards and leading practices from around the globe, and also highlights innovative practices to be captured for the future and lessons to be learned. It makes 19 recommendations to enhance emergency preparedness, response and recovery.

The wildfires that threatened the Lesser Slave Lake region in May of 2011 resulted in the largest disaster in the history of Alberta. Never have so many people been evacuated, or so much property been lost. Never has there been a rebuilding job like the one faced in the aftermath of the wildfires - roughly a quarter of the Town of Slave Lake was destroyed along with a large number of structures in the adjoining Municipal District of Lesser Slave River No.124. Governments, citizens, first responders and groups across the province came together in a heroic and unprecedented way to help fight the wildfires, support residents and help the affected communities to rebuild and recover. When an event unlike any seen before occurs, there are always lessons to be learned. The Government of Alberta, through Alberta Municipal Affairs, commissioned this study to examine what happened and what insights can be gained from the experience of the wildfires and their aftermath. The Minister of Sustainable Resource Development created the Flat Top Complex Wildfire Review Committee to assess Alberta's wildfire management program with a focus on the department's response to the wildfires that entered the Town of Slave Lake and nearby communities of Poplar Estates, Canyon Creek, and Widewater in May, 2011. This report presents the findings of the committee and makes 21 recommendations. The Government of Alberta has fully met the intent of all 21 recommendations, and initiatives that respond to the recommendations have been incorporated within Agriculture and Forestry's wildfire management program.

Description

The objective of the Slave Lake Regional Recovery Plan is to return the region to its pre-disaster state while ensuring that the communities are not socially, environmentally or economically disadvantaged by the wildfire event and are well positioned for future growth. This should not be viewed simply in terms of rebuilding to the previous status quo as this may no longer be sustainable, competitive, or functional in the community. The plan was developed to provide the region with support as it rebuilds the capacity and recovers infrastructure to support its own recovery. This plan was created through collaboration with the Municipal District of Lesser Slave River No. 124, the Town of Slave Lake, Sawridge First Nation and the Government of Alberta. The plan is built upon the objectives, goals and vision for their communities.
