The Government of Alberta includes Shelter Accommodation Expectations (SAE) as part of all grant funding agreements with year-round adult and family emergency shelter operators. The Shelter Accommodation Expectations include guidelines relating to safety and security, maintaining the shelter’s physical environment, guest rights and responsibilities, professional conduct, employment expectations, and various aspects of service delivery.

This report provides six key recommendations to the Government of Alberta that were developed over the course of ten months with the support of the Provincial LGBTQ2S Working Group, whom were engaged every step of the way. The recommendations align with and support the Youth Plan, and are reflective of current needs of the youth serving sector, including housing programs and shelters, across the province.

The Youth Plan, guided by the principles of Alberta’s Social Policy Framework, emphasizes alignment across government programs and systems. The Youth Plan engages government, communities, parents and youth in building solutions.

Description

The Government of Alberta released “A Plan for Alberta: Ending Homelessness in 10 Years” in March 2009 which set out 17 strategies to meet the goal of ending homelessness by 2019. Strategy 15 of the Plan calls for simplification of personal identification requirements for accessing programs and services. In April 2009 a cross-government committee was formed to develop measures to implement Strategy 15. The committee developed two new processes designed to increase access to government-issued photo identification for the homeless by overcoming two of the barriers the homeless most frequently face when trying to access identification: having proof of an address and verifying their identity. This booklet is designed to train agencies serving the homeless how to use the new processes to help their clients access identification. It also includes important information on Alberta government-issued photo identification and on how to acquire other types of identification.

To build research capacity in the areas of housing and homelessness, Alberta Human Services facilitated a partnership between the Alberta Interagency Council on Homelessness and Alberta Centre for Child, Family and Community Research to develop a provincial housing and homelessness research strategy. The resulting research strategy was meant to generate and mobilize evidence to inform priorities, decisions and recommendations relevant to A Plan for Alberta: Ending Homelessness in 10 Years. It included a research agenda and an implementation framework.
