Description

Designated industrial zones in Alberta are areas targeted for strategic investment and development of clustered industrial development and economic diversification. Alberta Environment and Parks and the Alberta Energy Regulator have developed this directive as a tool to more efficiently and effectively regulate the industries within the Industrial Heartland Designated Industrial Zone to help achieve consistency across the zone and environmental outcomes. The directive focuses on aligning standard conditions under the Environmental Protection and Enhancement Act for all facilities in the zone and clarifies requirements for new proponents intending to locate in the zone.

The Guideline identifies topsoil storage options for specified activities within Alberta’s Industrial Heartland Designated Industrial Zone by creating options for off-site storage and use.

Description

Provides guidance for operations located in the Heartland Designated Industrial Zone, should they choose to store and use topsoil off-site, based on the conservation and reclamation requirements in the Environmental Protection and Enhancement Act (EPEA) and regulations for conserving topsoil and reclamation. The guideline applies to specified lands as defined in the EPEA and to new operations, not existing facilities already operating under an EPEA approval, unless the approval terms and conditions for existing facilities are amended. The guideline provides an applicant/operator with guidance on an alternative to storing all conserved topsoil on-site for reclamation purposes, and also provides cases where topsoil in excess of reclamation requirements may be put to other uses.

Management goals for designated industrial zones include regulatory streamlining, cluster infrastructure development, and the management of cumulative effects to achieve environmental outcomes. This document sets out criteria the Province considered in establishing the Industrial Heartland Designated Industrial Zone. These criteria are intended to support municipalities when considering planning for clustered heavy industrial developments of similar scope and size.
