Description

This guide is to assist operators of continuing care homes and supportive living accommodations to meet the licensing requirements of Alberta's Continuing Care Act. It answers questions prospective operators may have when applying for a licence to provide continuing care services. It describes how to apply for a licence and what is expected of licensed operators. It also describes what is involved in the inspection and monitoring of accommodations and what to expect when a provider is in contravention with Alberta Health and enforcement is required.

According to the Continuing Care Regulation under the Continuing Care Act, The Continuing Care Health Service Standards establish the minimum expectations in the provision of high quality, individualized health care services, provided to clients receiving publicly funded services from type 1 and type 2 home and community care providers residents of type A and type B continuing care homes. This includes assessed health and personal care services provided by nurses, therapists, health care aides and other health care professionals.

The accommodation standards provide the standards for voluntary, public, and private organizations operating type A and B continuing care homes. The standards direct operators of continuing care homes in the delivery of quality accommodation services to residents. The purpose of the accommodation standards is to ensure that all type A and B continuing care home operators maintain a high quality of accommodation services that promote the safety, security, and quality of life for Albertans living in those continuing care homes. The accommodation standards provide the standards for voluntary, public, and private organizations operating supportive living accommodations in Alberta. Continuing care health service standards (CCHSS) are a legislated requirement of operators pursuant to the Continuing Care Regulation under the Continuing Care Act. The standards set the minimum requirement that operators in the continuing care system must comply with in the provision of publicly-funded health care. The CCHSS direct requirements related to the provision of publicly-funded health care in the continuing care system, applying to operators providing facility-based care in continuing care homes as well as those providing home and community care.

Alberta Health monitors all supportive living and long-term care accommodations for compliance to the Accommodation Standards, the Resident and Family Councils Act (RFCA) and the Continuing Care Health Service Standards (CCHSS). The purpose of the Accommodation Standards is to ensure accommodations maintain a high quality of accommodation services (e.g. meals, building maintenance, security and housekeeping) that promote the safety, security and quality of life of Albertans living in those accommodations. The RFCA is intended to support residents and their families in establishing an effective Resident and Family Council. The CCHSS are a set of legislated, minimum standards that operators must comply with in the provision of health care (e.g., medication management, care planning, staff training).
