Description

Following the floods of June 2013, the Government of Alberta (GoA) set up the Southern Alberta Flood Recovery Task Force (SAFRTF). In October 2013, AMEC Environment and Infrastructure, a Division of AMEC Americas Limited (AMEC), was contracted to provide a flood mitigation feasibility study for the Bow River, Elbow River, and Oldman River basins. This study was undertaken under contract to the SAFRTF (CON0015233) and in accordance with the agreed AMEC proposal document submitted to the SAFRTF on 16th September 2013.

Description

The City of Calgary, in partnership with Alberta Environment, plans to create a hydraulic model of the Bow and Elbow Rivers through Calgary, to support emergency response planning and operations through flood inundation mapping. The model will provide additional perspective on current flood hazard area management and will provide a basis for increased understanding of fish habitat, river morphology and erosion, water quality and storm water runoff impacts. The first component of the project was a hydrology study, which was contracted to Golder Associates Ltd. and is the subject of this report. The hydrology study is required to determine the flood magnitudes for Bow River and its tributaries through the city for use in the hydraulic model.

Description

This report presents the results of intensive water quality sampling from 1999 to 2002, inclusive, and bacterial source tracking work in 2003, and compares these findings to previous studies. Included is a statistical analysis of spatial and temporal trends in concentration of key water quality indicators, and, where feasible, a mass flux analysis from Bragg Creek to Weaselhead. The analysis of spatial trends in suspended solids was supplemented by an aerial survey in November 2002, to identify erosion sites and other factors that could contribute to suspended solid concentrations in the Elbow River.

Water Sciences Branch, Alberta Environment (AENV) was asked to determine if any significant changes had occurred in the water quality of the Elbow River upstream from Glenmore Reservoir, since the previous survey by the Alberta government (Beers and Sosiak 1993). All the available water quality data for the Glenmore Reservoir and the upper Elbow River were compiled and evaluated. Those variables with a sufficient number of samples were then tested statistically to determine whether significant changes in concentration had occurred over time.
