With few exceptions, the lands of the bed and shore of permanent and naturally occurring bodies of water are public land, and the property of all Albertans. AEP manages access, work, and occupation on these public lands through authorizations under the Public Lands Act.

Environment and Sustainable Resource Development (ESRD) regulates work in or near Alberta's water bodies, including lakes, rivers, streams. creeks. and wetlands. ESRD addresses impacts from this work to the aquatic environment through the approvals process under the provincial Water Act. Section 36 (1) of the Water Act specifies that no person may commence or continue and activity that may impact the aquatic environment except pursuant to an approval.

Under the Water Act and Public Lands Act, Environment and Sustainable Resource Development (ESRD) manages the authorization process for activities in water bodies and Crown lands in the vicinity of water bodies (beds and shores), includingerosion control, bank stabilization, stream crossings, and the construction of flood mitigation structures. To help Albertans rebuild after the june 2013 flood, ESRD developed an Expedited Authorizations Process for Flood Recovery (EAPFR) projects. The EAPFR combines and streamlines the application process for Water Act Approvals and Public Lands Act Temporary Field Authorizations.
