The Project consists of an oil sand mine and associated activities as an extension of the Base Plant operation near Fort McMurray, Alberta. The Project includes an open pit mining operation supplying oil sands to new bitumen froth production facilities (primary extraction). Bitumen froth would be delivered by pipeline to Base Plant for further processing, including secondary extraction and upgrading into various product blends for market. Further integration between the Project and Base Plant includes utilities and water systems. There would be external and in-pit tailings areas on the Project footprint. These facilities would be constructed with a combination of overburden and coarse tailings deposits. These areas, which provide off-stream storage of water that is recycled, would be the final location for coarse tailings deposits and treated fluid tailings deposits. The...

Proposal consists of two additional mining areas and affiliated perimeter features within and adjacent to the current operating and approved mining areas. The project is designed to sustain bitumen production levels at the Mildred Lake facility after depletion of the current approved mining areas, which is expected in 2024. Metallic and Industrial Minerals (MIM) Permits are issued for the purpose of granting the exclusive right to explore for metallic and industrial minerals in Alberta. In order to keep a MIM Permit in good standing, the permittee must perform a specified amount of exploration work throughout the term of the permit. The primary role of mineral assessment reports is to document and support expenditure claims for work done in order to keep a permit, or group of permits, in good standing. They also serve an important role of providing information on geological, geophysical, geochemical, drilling and other mineral exploration related activities that are completed each year in Alberta. Mineral assessment reports are required through the Metallic and Industrial Minerals Tenure Regulation. This guideline addresses the details of both the administrative and technical aspects of mineral assessment reports. It is intended to present the legislative requirements in a straightforward and clear way.

For many years, Alberta has extensively developed its energy minerals. However, the province also possesses a wide range of other minerals: base and precious metals, gemstones and industrial minerals. To enhance the economic benefit of these resources for all Albertans, Alberta's throne speech for 1999/2000 committed the government to develop a policy on non-energy minerals, streamline the administration of mining regulations, and improve geological information on minerals. Alberta Energy assembled a team from across government to establish the strategies for meeting these commitments. This document presents the results of the work of this team, which is a framework that outlines the vision, goals and strategic directions for ensuring orderly, environmentally responsible mineral exploration and development in Alberta.
