It outlines the process for: the implementation of new or revised ambient air quality objectives; interpreting and acting on modelled concentrations in relation to ambient air quality objectives; setting additional individual industrial site monitoring; and specifying a procedure for calculating ambient concentrations over different averaging times.

The monitoring objectives for this regional monitoring network include the following: 1) Identify regional air quality trends; 2) provide appropriate information for evaluating ambient air quality in centres with population greater than 20,000; 3) measure pollutants of concern for the purpose of air quality management; and 4) understand the spatial distribution of pollutants in the region.
