Description

Alberta Health engaged Ernst & Young to perform a review of Alberta's response to COVID-19 and to facilitate the development of recommended priority actions that the health system should consider in order to build longer-term capacity and resilience. This report sets out specific actions to be considered by Alberta's health system and aggregated into an agreed-upon delivery plan by Alberta Health and Alberta Health Services. The review and action plan are structured around six themes: workforce; acute, critical care and surgery; primary and community care; governance and decision-making; public health; and modelling.

This reports presents the results of an independent third-party review of Connect Care, Netcare, and MyHealth Records. The review included comprehensive engagement to gain insights and perspectives from senior health information management professionals, interested parties and end-users. This report presents the findings of the review and includes 14 recommendations representing opportunities to make proactive decisions to avoid future cost, risk and duplication, and progress towards a suggested future-state model. It includes an implementation roadmap sequenced to enable Alberta to manage and balance the pace of implementation within a fiscally-constrained environment and make informed decisions that will deliver patient-centric care and support Alberta's position as a digital health leader.

This performance review of Alberta Health Services, conducted by Ernst & Young LLP, aims to provide clear answers on how health care dollars are being spent, what improvement opportunities exist across AHS when considering leading organizations and systems, and to provide recommendations on how long-term sustainability of the health care system can be achieved. The review approach included hearing directly from Albertans, including patients, staff and physicians working in AHS, as well as from key stakeholder groups including patient advocates, regulatory bodies and associations, municipalities and universities.

The PCN Review (the Review) was undertaken by Alberta Health as part of its internal oversight responsibility to ensure primary health care is being delivered in an effective manner. The Review involved an analysis of the financial practices and service delivery approaches of a sample of PCNs. The findings of the Review will inform ongoing work to improve the efficiency and effectiveness of primary health care service delivery in Alberta, in order to work toward the overall vision of Alberta’s Primary Health Care Strategy for “Albertans to be as healthy as they can be.”

This report examines the cost drivers of provincial health spending in three areas of Alberta’s health system over the past 10 years: hospitals, physicians and drugs. These sectors represent about 46 per cent, 19 per cent, and seven per cent of Alberta’s total government health expenditures, respectively. The report also examines cross-provincial variations in health system productivity and efficiency, and presents 10-year projections of total provincial government health expenditures.

The Minister of Health established the Health System Governance Review Task Force in July 2012 to explore ways of improving governance of the health system without structural change. Alberta Health has the largest single budget within the Government of Alberta, and Alberta Health Services is the government’s largest agency. The sheer size of and impact on Albertans of these organizations make it critical that all parties strive for excellence in their governance practices. This report contains the findings and recommendations of the Task Force. Recommendations focus around three main themes: clear roles and responsibilities for all parties involved in Alberta's health care system; close and effective collaboration between the Alberta Health and Alberta Health Services; and the full engagement of physicians in the health care system.

The Minister of Health commissioned Dr. Dennis Kendel to conduct an independent review of Alberta Health Services (AHS) credentialing and privilege awarding policies and procedures pertaining to the medical specialties of diagnostic imaging (radiology) and pathology. The review included a look at the scope of practice currently undertaken by each radiologist and pathologist to ascertain if any of these physicians are practicing beyond the scope authorized by AHS and/or the College of Physicians & Surgeons of Alberta. The report presents 10 recommendations for Alberta Health Services, including the establishment of standardized provincewide privilege lists for diagnostic imaging, pathology and all other disciplines.

The purpose of this report is to provide an overview of the impact on Alberta's health care system and its response to the Pandemic (H1N1) 2009 virus (pH1N1). With the first and second wave of pH1N1 complete, it is possible to do a quick assessment of the magnitude of the threat it represented to Albertans and the success of the health care system response. By combining surveillance data with the expertise from both Alberta Health and Wellness and Alberta Health Services, the report takes a comprehensive view of the two pandemic waves and provides contextual information to guide a public health response if a third pandemic wave materializes.
