Description

Prior to 2008, each Regional Health Authority in Alberta developed its own specific infection prevention and control (IPC) services and programs. When patient-safety gaps in IPC services were identified in 2007, it was evident that a provincial, coordinated approach to IPC and hand hygiene was needed. In 2008, the ten-year Alberta Infection Prevention and Control Strategy and the Alberta Hand Hygiene Strategy were released. The strategies outlined objectives and proposed actions to improve IPC hand hygiene across Alberta’s health system and in Alberta communities. In 2013, at the mid-point of implementing the strategies, a series of external reviews were conducted to assess how well the goals and objectives of the strategies were being met. The reviews found that significant progress has been accomplished, but that more can be done.

The purpose of this Framework is to provide a clear vision of health system success by identifying the outcomes Alberta's health system is expected to achieve, as well as some of the measures that might be used to monitor performance. These outcomes and measures will provide the basis for public reporting on Alberta's health system. The Framework will serve as a foundational document for Alberta's health system, as it will help define medium- to long-term strategic directions and support strategic planning by Alberta Health and Alberta Health Services. It will also ensure that investment in the health system supports achievement of the outcomes. The Framework will also enable comparisons of Alberta's health system performance to results achieved by other provincial jurisdictions and by other developed countries with comparable health systems. The Primary Health Care Evaluation Framework is intended to support ongoing assessment and evaluation of primary health care in the province and to contribute to continuing efforts to strengthen Alberta’s primary health care system. Although the Framework focuses on Primary Care Networks and the recently-introduced Family Care Clinics, it is intended to be applicable to all available primary health care services in Alberta. The Framework contains a series of discrete but associated components that can be used to evaluate unique aspects of Alberta Health’s service models. These components include a logic model, core evaluation questions, measurement concepts, and a description of the five key evaluation activities supported by the Framework.

Tobacco use in Alberta declined significantly following the introduction of the Alberta Tobacco Reduction Strategy in 2002, but still remains a significant contributor to health issues in the province with about 3,000 deaths annually attributed to the result of tobacco use. This new strategy builds on the momentum of the previous strategy and sets out a commitment to taking steps to help people quit using tobacco, reducing harmful second-hand smoke exposure and making tobacco products less enticing for youth.
