Description

All local governments are eligible for Canada Community-Building Fund (CCBF) funding. The program provides conditional grants for capital-related projects which meet program eligibility criteria. CCBF funding is allocated to local governments on a per capita basis with each community receiving a base funding amount. The annual program budget is subject to Canada advising Alberta of the yearly provincial funding. Local governments are advised of their annual CCBF funding allocations after Alberta's funding has been confirmed by Canada and specific funding allocations have been authorized by the Minister of Alberta Municipal Affairs.

The Local Government Fiscal Framework (LGFF) is Alberta’s primary funding mechanism for providing local governments with predictable infrastructure and operating grant support. LGFF funding is allocated annually to eligible recipients based on a funding formula. The LGFF is replacing the Municipal Sustainability Initiative, which was in place from 2007 to 2023.

The Local Government Fiscal Framework (LGFF) is Alberta’s primary funding mechanism for providing local governments with predictable infrastructure and operating grant support. Local governments determine projects and activities to be funded by the LGFF based on local priorities, within the general qualification criteria set out in the program guidelines. The LGFF is replacing the Municipal Sustainability Initiative, which was in place from 2007 to 2023.

MSI funding is allocated annually and paid to municipalities following legislative approval of the provincial budget, submission of sufficient project applications, and submission and/or certification of Statement of Funding and Expenditures. 2023 is the last year of the MSI. In 2024, the MSI will be replaced with the Local Government Fiscal Framework.

The viability review report is intended to assist residents of Halkirk in evaluating the best form of municipal government to meet the community’s current and future needs. Alberta Municipal Affairs developed this report following the collection and analysis of information from both the Village of Halkirk and the County of Paintearth. Elected officials and administration from the village and county, and municipal officials representing four Alberta municipal associations, the Rural Municipalities of Alberta, the Alberta Municipalities, the Alberta Rural Municipal Administrators’ Association, and the Local Government Administration Association of Alberta, reviewed and provided input to the viability review report. Regardless of which form of municipal government the viability review results in, the people, businesses, and community spirit will continue to be what defines the community of Halkirk.
