This guide introduces an overarching approach for accountable and effective information sharing that supports program design and delivery in the social-based services sector. It is intended for decision-makers, information and privacy practitioners, policy development staff and program advisors, and legal advisors in government programs and services, health care organizations, contracted service provider agencies and other community agencies. It is recommended this guide be used with the companion Information Sharing Toolkit to understand how to operationalize information sharing best practices. These two documents provide resources to help reduce the complexity that arises when applying different privacy legislation while planning and designing social-based services and programs. This toolkit is designed to support decision-makers and frontline service delivery staff within government organizations, health care organizations, contracted service provider agencies and other community agencies.

The ministry of Human Services was charged in 2012 with developing a vision and a set of strategies for addressing issues in the human services workforce. An initial group was brought together comprised of representatives of the ministry and organizations associated with delivering services to Alberta's vulnerable populations. This Human Services Workforce Alliance began by working together to create a short-term set of actions required to deal with current issues as well as a longer-term vision and strategies for making human service fields a desirable career, and transforming the way services are delivered to Albertans. This document represents the second of these deliverables: a strategic plan to address the longer-term sustainability of the workforce.

The information sharing ecosystem is the larger domain in which information sharing occurs. It encompasses many areas within the GoA, other stakeholders and service delivery organizations, and the environment within which they work.

Description

The Child Intervention Services (CIS) program is delivered by the Child and Family Services Authorities (CFSAs) as well as by the Delegated First Nations Agencies (DFNAs) for children and families living on reserve. (For the purposes of this document, the term 'CIS caseworkers' refers to program staff delivering the CIS program in both the CFSA and DFNA). The Family Support for Children with Disabilities (FSCD) program is voluntary and available to children in Alberta who have a disability including Aboriginal children who live on reserve. Whether on or off reserve, the program is delivered by the CFSAs. For children and families living on reserve, the FSCD program works in collaboration with the Band as well as coordinates services with available federal government programs and services. This protocol outlines how the CIS (as delivered by the CFSAs and DFNAs) and the FCSD programs will work together to best support children and families.
