The Technical Standards Manual covers the key aspects of safety, design, construction and operation, which the Chief Officer (as defined in the Gas Distribution Act) considers necessary for the controlled, coordinated development of gas distribution pipeline infrastructure throughout Alberta so as to serve the largest number of Albertans in an efficient, safe and economical way. Appropriate technical resources, including the use of qualified gas distribution professionals, are required to aid in its interpretation.

The scope of this manual includes: any part of a gas distribution system within a franchise area that has been approved and issued under the authority of the Gas Distribution Act; and any gas distribution pipeline operating at 700 kPa or less which is located within Alberta.
