Presents the results of a viablility review of the Village of Halkirk. The Minister of Municipal Affairs initiated the viability review at the request of council in April 2020. The report considers two options for the future of the village: that it remain an incorporated municipality and council implement the recommended actions in this report; or that the municipal corporation of the Village of Halkirk be dissolved and Halkirk becomes a hamlet in the County of Paintearth.

Description

All local governments are eligible for Canada Community-Building Fund (CCBF) funding. The program provides conditional grants for capital-related projects which meet program eligibility criteria. CCBF funding is allocated to local governments on a per capita basis with each community receiving a base funding amount. The annual program budget is subject to Canada advising Alberta of the yearly provincial funding. Local governments are advised of their annual CCBF funding allocations after Alberta's funding has been confirmed by Canada and specific funding allocations have been authorized by the Minister of Alberta Municipal Affairs.

The Local Government Fiscal Framework (LGFF) is Alberta’s primary funding mechanism for providing local governments with predictable infrastructure and operating grant support. Local governments determine projects and activities to be funded by the LGFF based on local priorities, within the general qualification criteria set out in the program guidelines. The LGFF is replacing the Municipal Sustainability Initiative, which was in place from 2007 to 2023.
