The water management plan for the South Saskatchewan River recommends a balance that is broadly acceptable to the public between water consumption and environmental protection, in light of economic and social objectives and ecological requirements. The plan envisions future management in the basin combining innovative, efficient and productive water use and improved management of aquatic ecosystems. The plan also provides a foundation for future watershed management planning in the South Saskatchewan river basin.

Description

The report is organized into two parts. Part one contains brief technical summaries of methods used to establish instream flow needs determinations in the South Saskatchewan river basin that provide for full protection of the aquatic environment. The purpose of summarizing these techniques within the following document is to provide a basis for the methodology used to evaluate impacts from alternative flow management scenarios. The second part of this document then explains the impact ratings methodology and demonstrates its application using example flow management scenarios applied to seven reaches of the Red Deer River.

Description

In December 2000, Alberta Environment, with the support of Fisheries and Oceans Canada, contracted Golder Associates Ltd. to carry out Phase I of the Alberta IFN Classification Assessment Project. The overall objective of the project is to develop a reliable and defensible tool to establish instream flow needs (IFNs) for small to medium-sized streams in Alberta. The tool is needed to assist Alberta Environment in regulating water withdrawals from streams and rivers while protecting the aquatic environment. A rapid assessment tool is required to determine IFNs at much less cost than site-specific studies.
