Description

The Fort Air Partnership (FAP) is a not-for-profit multi-stakeholder organization with members from industry, government, and the public. FAP operates an air quality monitoring network in an area northeast of Edmonton in and around Alberta’s Industrial Heartland, including the towns of Bon Accord, Bruderheim, Fort Saskatchewan, Gibbons, Lamont, and Redwater. FAP currently operates a network of 57 passive monitoring sites within its air monitoring network which provide monthly average concentrations of hydrogen sulphide (H2S) and/or sulphur dioxide (SO2). This report provides an evaluation summary and recommendations on the FAP passive monitoring network. Reductions to the SO2 and H2S monitoring networks were recommended in areas where sites were identified as statistically similar, while still providing spatially representative monitoring.

The specification standard sheets were designed to provide a reference for approved methods and minimum performance specifications to assure the consistency and reliability of continuous ambient air quality measurement in the province. Each specification standard sheet includes the following categories: field of application; air monitoring objectives; operational methods; minimum specifications; operational requirements; calibration requirements; reporting requirements; and additional information.

To obtain timely data for the purpose of air quality assessment, air quality trend reporting and to meet the requirements for inclusion of the data in provincial and national air quality databases, a continuous method of monitoring hydrogen sulphide and total reduced sulphur concentrations in ambient air is used. Both parameters are included in this procedure due to their similarities.

All monitoring sites were downwind of the CNRL natural gas well blowout, except Site G which was a background site. A one-hour AAAQO for hydrogen sulphide of 0.010 ppm was no exceeded. The maximum one-hour average for hydrogen sulphide of 0.001 ppm was measured at both Site G, the background site, and Site H. These were the only two sites were hydrogen sulphide was above the detection limit. The highest one hour total reduced sulphur concentration of 0.002 ppm as measured at Site E.
