Description

As part of the Industrial Heartland Designated Industrial Zone (IH-DIZ) Framework implementation, a commitment was made to evaluate performance of the IH-DIZ after 2 years to immediately capture any learnings and adjustments, and then again on a 5-year cycle. This report outlines the results of this 2-year review, as well as to establish the metrics that will be used to evaluate future performance.

Establishes a clear and consistent wastewater and runoff management approach in the Industrial Heartland Designated Industrial Zone (IH-DIZ). The program outlines monitoring and reporting requirements to be met by industrial facilities and identifies additional monitoring programs to be established within the IH-DIZ reach of the North Saskatchewan River. Data collected from the monitoring activities will be used to inform load-based management within the zone and will also help to verify the overall success of the program in achieving the environmental objective to maintain or improve water quality.

Provides guidance for operations located in the Heartland Designated Industrial Zone, should they choose to store and use topsoil off-site, based on the conservation and reclamation requirements in the Environmental Protection and Enhancement Act (EPEA) and regulations for conserving topsoil and reclamation. The guideline applies to specified lands as defined in the EPEA and to new operations, not existing facilities already operating under an EPEA approval, unless the approval terms and conditions for existing facilities are amended. The guideline provides an applicant/operator with guidance on an alternative to storing all conserved topsoil on-site for reclamation purposes, and also provides cases where topsoil in excess of reclamation requirements may be put to other uses.

This IH DIZ EPEA: Guide for Renewal Applications is only valid for Industrial Heartland Designated Industrial Zone facilities during the renewal of EPEA approval. A new facility application or amendment requires the full extent of information submission as required in the Guide to Content for Industrial Approval Applications. After ten years of continued operations, a renewal application is required for facilities in the zone with EPEA approvals. The IH DIZ EPEA Guide for Renewal Applications, therefore, streamlines the information requirements only to encompass a review of changes to the plant over the previous operating period and a general evaluation of plant performance concerning approval requirements and changes to standards. The implementation of this document will reduce the time to process EPEA renewal applications in the zone from an average of eighteen months to six months following the submission of a complete application.
