Carbon dioxide is emitted as a by-product in many industrial production processes and as a result of fuel combustion. This CO2 may be captured for other uses or released directly to the atmosphere. Capturing CO2 emissions and transferring them to a geologic storage zone suitable for permanent sequestration results in a permanent reduction in CO2 emissions. This protocol is for quantifying the net geological sequestration of carbon dioxide that meets the requirements set out in Section 19(2) of the Technology, Innovation and Emissions Reduction Regulation.

This protocol is effective January 1, 2023 and must be used to quantify emission offsets generated in the 2023 vintage going forward. This quantification protocol is written for the oil and gas industry where natural gas is used to provide pneumatic power for automated process control and operational devices. Devices include pressure controllers, temperature controllers, transducers, liquid level controllers, flow rate regulators and chemical pumps. The opportunity for generating emission offsets arises from the direct and indirect reduction in greenhouse gases resulting from the conversion of instrument gas to instrument air in process control systems, conversion of pumps, and vent gas capture.

This quantification protocol is written for the oil and gas industry where methane that is normally vented is capture and either conserved or combusted to reduce greenhouse gas emissions. The protocol provides a methodology to quantify the greenhouse gas emission reductions from capturing vented methane. Since methane has a much higher global warming potential than carbon dioxide this protocol has the potential to enable project developers to achieve significant reductions and generate emission offsets.
