Description

Forest company forest management plans (FMPs) detail when, where and how timber on Alberta Crown land will be managed in order to balance social, economic and environmental needs based on input from the public, Indigenous peoples and interest groups. The forest management planning area under consideration is FMA 0100038. The FMP includes the Forest Management Agreement and non-FMA portion of FMU B12, collectively known as the Defined Forest Area (DFA). The DFA is located in southern Alberta primarily within the South Saskatchewan Land-Use Framework planning region. There are approximately two and a half townships of the northern tip of FMU B12 within the North Saskatchewan Land-Use Framework planning region and approximately five sections scattered along the east side of FMU B12 that fall within the Red Deer Land-Use Framework planning region. The DFA falls within the Alpine, Subalpine, Montane, Upper Foothills and Lower Foothills Natural Subregions.

The forest management planning area under consideration is FMA 0600043, allocated to Tolko Industries Ltd., Vanderwell Contractors (1971) Ltd., and West Fraser Mills Ltd. via legislative Order-in-Council (O.C. 550/2005) dated November 30, 2005. The FMP encompasses Forest Management Unit S17, which is located within the Upper Athabasca and Lower Peace Land-use Framework planning regions in central Alberta; it falls within the Central Mixedwood and Lower Foothills Natural Subregions.

The Lower Foothills subregion is a classic example of multiple use land. The land provides summer range for livestock, primary habitat for wildlife, productive watersheds, timber and recreational areas. The purpose of this guide was to develop a framework that would easily group the ecological sites and vegetative community types in the subregion. This guide represents the analysis of 1,950 plots representing 115 community types. The dominant plant species, canopy cover and environmental conditions are outlined for each type.

The forest management area covered in this plan is FMA 8800025, allocated to West Fraser Mills Ltd. (Hinton), through legislative Order-in-Council (O.C. 565/2007) dated January 14, 2008. The FMA area is located in west central Alberta and falls within Upper Foothills, Lower Foothills, Sub-Alpine and Montane natural sub-regions. This plan amends the 1999 Forest Management Plan and was prepared in response to the Government of Alberta's directive to reduce the amount of mountain pine beetle susceptible stands within the Hinton FMA.

The details of where, when and how trees on Crown land in Alberta are harvested and managed for sustainability are contained in forest management plans approved by the Government of Alberta, with input from the public and other stakeholders. Forest management plans prepared by industry are a requirement of Forest management agreements negotiated between the Government of Alberta and forest companies. Forest management plans provide for sustainable management of forest resources. The operational components of these plans are prepared for a 10-year term and show the extent and size of the forest management area they cover, specific stands identified for harvest in the next 10 years, and intended reforestation treatments to be implemented. This forest management plan covers FMA 9700034, allocated to Millar Western Forest Products and located in central Alberta. The area is located within the Upper Peace and Upper Athabasca Land-Use Framework planning regions.

The “Green Area” lands of the Lower Foothills subregion are classic examples of multiple use land. They provide summer range for livestock, primary habitat for wildlife, productive watersheds, timber and recreational areas. However, there is little information available on how grazing influences the plant community. To help develop range management prescriptions for the province, carrying capacity guides are being developed, including a plant classification system, for each natural and subregion in the province. This guide represents an analysis of the Lower Foothills subregion, identifying over 120 plant community types. The dominant plant species, canopy cover, environmental conditions, response to grazing, forage production and carrying capacity are outlined for each type.
