Surface water quality management frameworks are a key component of Alberta's cumulative effects management system. These frameworks are designed to monitor, evaluate and proactively manage the cumulative effects of human activity on ambient surface water quality in Alberta's major rivers. The frameworks do not replace existing regulatory processes, but rather add to and complement existing policies, legislation, regulations and management tools. This fact sheet provides an overview of the North Saskatchewan Region Surface Water Quality Management Framework, which includes both the North Saskatchewan and Battle rivers.

Surface water quality management frameworks are a key component of Alberta's cumulative effects management system. These frameworks are designed to monitor, evaluate and proactively manage the cumulative effects of human activity on ambient surface water quality in Alberta's major rivers. This report provides a summary of the feedback received during engagement processes undertaken to support the development of the North Saskatchewan Region Surface Water Quality Management Framework.

Surface water quality management frameworks are a key component of Alberta's cumulative effects management system. These frameworks are designed to monitor, evaluate and proactively manage the cumulative effects of human activity on ambient surface water quality in Alberta's major rivers. The frameworks do not replace existing regulatory processes, but rather add to and complement existing policies, legislation, regulations and management tools. This particular framework is focused on the mainstem North Saskatchewan and Battle rivers.

Description

This report presents the methods used to generate the web-based Condition on Environment (CoE) content published for chloride (Cl-) concentrations in the surface water of major rivers and their tributaries across Alberta. Accordingly, this report helps fulfill the responsibility of reporting to the public on the condition of Alberta's ambient environment, as required by the province's Environmental Protection and Enhancement Act. In particular, this report outlines the steps taken to obtain and prepare the data, assess the quality of the data and conduct spatial and temporal analyses of Cl-. The goal of this report is to neither investigate nor summarize potential Cl- sources, but rather to summarize spatial and temporal trend of Cl- concentrations in the surface waters of Alberta's major rivers and tributaries.

The study conducts a review of the North Saskatchewan, Beaver, and Battle River basins to identify areas where infrastructure has been constructed within flood hazard areas. The focus is on groupings of infrastructure that in the event of a major flood would require support from one or more levels of government for relief. When a significant amount of infrastructure was identified as being at risk, conceptual level mitigation measures are explored. Being a high-level study, the recommended mitigation measures are concepts that would require further study, including a cost/benefit analysis and detailed design, before they could be considered for construction.

This plan is the Approved Water Management Plan for the Battle River Basin (Alberta) and provides direction for the management of surface water and groundwater that has hydrologic connection to surface water within the Battle River Basin. The recommended options and strategies presented in this plan were developed through a Stakeholder Advisory Group, and are designed to strike a balance between a healthy aquatic ecosystem, a vibrant economy, and sustainable communities. Primary emphasis is placed on the need to live within the carrying capacity of the watershed, and the need to improve the health of the aquatic ecosystem.
