The MSI is the Province of Alberta's commitment to provide significant long-term funding to enhance municipal sustainability and to enable municipalities to meet the demands of growth. Municipalities determine projects and activities to be funded by the MSI based on local priorities, within the general qualification criteria set out in the program guidelines.

MSI funding is allocated annually and paid to municipalities following legislative approval of the provincial budget, submission of sufficient project applications, and submission and/or certification of Statement of Funding and Expenditures. 2023 is the last year of the MSI. In 2024, the MSI will be replaced with the Local Government Fiscal Framework.

Municipal dissolution is a form of local government restructuring established by the Municipal Government Act in Alberta. In dissolution, a municipality gives up its incorporated status to become a part of a bordering municipality. Before dissolution can occur, a dissolution study is conducted to examine the finances, governance and services of the municipality. The dissolution study typically includes the development of a dissolution study report, a public meeting, and a vote on dissolution. Input is gathered from the public and together with the dissolution study report, is provided to the Minister. The Minister considers the information before deciding whether to recommend dissolution to the Provincial Cabinet. In June and July 2012, three surveys were conducted to gain feedback and input from residents, as well as elected and administrative officials, who were directly involved in a municipal dissolution study that took place from 2006 to 2011. The Ministry is committed to establishing and maintaining a roster of experienced mediators who are available to provide services to municipalities. The roster is not to be seen as a certification of competency of any mediator. Instead, the Ministry will provide municipalities with a list of mediators who have achieved a certain level of training and experience. It should be noted that the Alberta Municipal Affairs does not restrict the selection of mediators to its roster and municipalities are free to select a mediator who is not on the roster. The Ministry will use its roster in responding to requests for recommendations of qualified mediators.
