The Framework also introduces a series of adaptive management triggers that will indicate when river flow and water use conditions are close to-, or outside of-, the range of predicted future conditions used in modelling and development of the weekly management triggers and water withdrawal limits.

This document presents for public discussion a draft strategy for oil sands mine development and environmental management. The draft strategy was produced by a steering group that included representatives from environmental organizations, First Nations, industry and government.

The guidelines should be applied with judgement that considers the specific physical and vegetative characteristics of the site, the types of existing land use at the site, and the types of land use proposed by the development.
