It contains basic information on approximately 70 municipal grant and cost-sharing programs, including a description of objectives, eligibility criteria, financial assistance available, program timelines, application deadlines, contact details, and other supporting information. Also included is a quick reference guide with highlights of each program which can be used to quickly identify programs by key criteria.

The principles and rationale of inter-municipal property tax base-sharing are sound and reasonable. However, a program of sharing all commercial-industrial assessment (including existing assessment) among all municipalities in the Province is not a viable proposal. Therefore, a program of growth-sharing, which would involve the sharing of a portion of future commercial industrial growth, is proposed.
