This guide provides a cyclical and general process to evaluate, plan, design, and construct or repair a municipality’s infrastructure. It also provides guidance as to funding types and sources of grants that are available to a municipality. The guide is intended for towns and villages only, who have limited equipment, financial and manpower resources to carry out public works functions. It outlines a basic process for assessing what facilities the municipality has, repair or upgrading needs, setting of priorities, and the general process for carrying out these capital projects. The basic implementation process is shown on an attached chart.
