A water management plan was included and consists of recommending flood mitigation alternatives for flood affected areas, and evaluating the alternatives in terms of cost and benefit to the community.

The plan provides order of magnitude cost estimates and was prepared based on available existing studies and data.

The purpose of this study was to evaluate the feasibility of various mitigation projects, and combine the most feasible projects into water management plans for the Sheep River and Highwood River basins which suffered severe flood damages at numerous times in the past, most recently in June 2013, and assess flood mitigations for the South Saskatchewan River Basin, including the feasibility of various flood mitigation projects for the City of Medicine Hat.
