This submission outlines Alberta's concerns regarding the federal government's amendments to the Competition Act resulting from Bill C-59, the Fall Economic Statement Implementation Act, 2023. This submission outlines Alberta's concerns regarding the proposed federal methane regulation amendments for the upstream oil and gas sector. In it, Alberta identifies significant flaws in the proposed regulations, modelling and impact assessment, as well as the absence of necessary federal financial support to achieve meaningful reductions. The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. As set out in Section 92A of the Constitution Act, 1867, Alberta has exclusive jurisdiction to manage the rate of non-renewable natural resources production and operational aspects of their development in the province.

This annual information report provides details related to mitigating methane emissions from the upstream oil, bitumen and gas sector in Alberta, which includes all facilities licensed or approved by the Alberta Energy Regulator, including, but not limited to, well sites, oil and gas batteries, gas plants, compressor stations, pipelines, gas gathering systems, oil production sites, and other related facilities, but does not include bitumen mining and upgrading. The report meets Alberta's annual reporting requirements included in a 2020 agreement between Alberta and Canada regarding the reduction of methane emissions from the oil and gas sectors.
