This document presents the government’s response to each of the 16 recommendations made by the FCSS Review Advisory Committee in their December 2006 report. The Committee was established in the Spring of 2005 to identify program strengths and opportunities and explore possible strategies and means of improving collaboration and efficiency between Family and Community Support Services and Child and Family Services Authorities.

The report, Promising Practices in First Nations, Métis and Inuit Education is part of the ongoing work of Alberta Education's, First Nations, Metis and Inuit Services Branch to identify school based practices that support positive outcomes for First Nations Metis and Inuit (FNMI) students. The in-depth, case studies of two Alberta schools is in direct response Alberta's Commission on Learning (2003) Recommendation #40 supporting an education system that encourages diversity of programming for FNMI students and learns from innovative programs. The two schools highlighted in this report were selected from a total of sixteen pilot schools in the recently completed First Nations Metis and Inuit (FMNI) School-Community Learning Environment Project. In March 2003, Alberta Education began preparatory work for the First Nations, Métis and Inuit (FNMI) School-Community Learning Environment Project to address a recognized achievement gap between FNMI and non FNMI learners. Implementation of the project occurred during the 2004-05 school year with the objective of addressing the needs of FNMI learners in sixteen pilot schools across Alberta. A collaborative approach among school staffs, Aboriginal parents, Elders, jurisdiction leaders, Alberta Education, and Aboriginal communities resulted in the implementation of a wide variety of innovative practices designed to improve FNMI student outcomes at individual pilot schools. The FNMI School-Community Learning Environment Project - Promising Practices Report (2007) highlights these promising practices in light of current research. Provincial Parks and other areas where natural vegetation is protected are of great value as the flora and fauna present in them is typical of what was in Alberta before widespread agricultural activities replaced them with flora and fauna that was reduced in numbers and made up of species that were associated with cultivated grains and hay crops. As a result, many of Alberta's "rare and endangered" species are now found only, or mainly, in such protected areas. There is still much to be learned about the distribution and status of lepidopteran (moth and butterfly) species in south-central Alberta. Baseline studies of this sort provide information that helps characterize the species associated with various ecoregions, in the present case Aspen Parkland; determine the status designations (abundant, common, rare, endangered) of various species; show the effects of grazing on species composition and abundance; and allow the examination of many other parameters, including phenology, dry...

The report describes the fish community of the Little Bow River, based on the results of field sampling conducted in 2005 and 2006. Assessment of the fish community was completed as part of the Twin Valley Dam environmental monitoring program. Monitoring was intended to determine the environmental impacts of the construction and operation of Twin Valley Dam and the effectiveness of environmental mitigation measures. In 2005 and 2006, the fish assemblage in the Little Bow River was generally unchanged compared to previous post-dam monitoring results. The Little Bow River fish assemblage is influenced by entrainment of fish from the Highwood River upstream from the Twin Valley Dam Reservoir and by movement and migration of fish from Travers Reservoir, downstream from Twin Valley Dam.

The Bow Valley, surrounded by federal and provincial protected areas, has been a magnet for developers and recreationists over the last decade. An influx of people and infrastructure has steadily crept into historical bear habitat and put pressure on local bear populations. As human use in the valley increases, so does the chance of bear-human conflicts. Much as been done to mitigate for conflict between bears and people in the valley. Programs such as bear-proof bins, birdfeeder bylaws, Bear Shepherding, attractant management, and the creation of wildlife corridors in highway underpasses have all required varying levels of compromise amongst stakeholders in the valley. Even with these advances, conflict continues to occur as a result of bears obtaining unnatural and natural foods in or near developments, bears becoming habituated and people not complying with local initiatives designed, in part, to reduce conflicts between wildlife and people.
