Description

This submission outlines Alberta's concerns regarding the proposed federal methane regulation amendments for the upstream oil and gas sector. In it, Alberta identifies significant flaws in the proposed regulations, modelling and impact assessment, as well as the absence of necessary federal financial support to achieve meaningful reductions. The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. As set out in Section 92A of the Constitution Act, 1867, Alberta has exclusive jurisdiction to manage the rate of non-renewable natural resources production and operational aspects of their development in the province.

In it, Alberta identifies an overwhelming number of flaws in the federal government's proposed framework that render it unfeasible. The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. As set out in Section 92A of the Constitution Act, 1867, Alberta has exclusive jurisdiction to manage the rate of non-renewable natural resources production and operational aspects of their development in the province.

A review of Alberta’s emergency medical services dispatch system was conducted to identify opportunities to improve the system and provide recommendations on strategies to implement changes with the goal of improving patient outcomes. The review included a comparison of the Alberta Health Services dispatch model with nine comparable systems from other provinces and other countries, as well as internal and external stakeholder engagement. Alberta’s government will be accepting all recommendations and is working on a plan of action to carry them out.

The panel was also asked to look at how to advance the province's economic interests, such as the construction of pipelines. This report is an account of what the panel heard and learned from consulting with Albertans on what a fair deal in Confederation looks like for Alberta. The report also includes recommendations for actions Alberta can take to secure that fair treatment.

It makes 19 recommendations to enhance emergency preparedness, response and recovery.

The Alberta Competitiveness Council was established in 2010 to look at ways to improve Alberta's ability to compete in a global economy. In 2011 the Council was mandated to examine factors impacting the province's overall competitiveness as well as its competitiveness in four specific sectors of Alberta's economy: agriculture, financial services, manufacturing, and petrochemicals/chemicals. A task team was established for each of these sectors, as well as a task team dedicated to examining the overall factors of competitiveness. This report summarizes the findings of the Council's task teams.

The Minister of Municipal Affairs received a petition from the electors for the Town of Spirit River asking the Province to look into the affairs of the Town's operations, and as a result the Minister ordered an inspection of the Town, which was conducted in January 2011. Many of the issues raised by the petitioners were being worked on and heading to a successful resolve even before the municipal inspection took place. This report includes several recommendations to guide the Council on a go-forward basis in their efforts to make positive change for their residents.
