Description

Alberta's department of Environment and Sustainable Resource Development (ESRD) has implemented an Expedited Approval Process for 2013 Flood Recovery (EAPFR). The EAPFR combines and streamlines the application, referral, and insurance processes for authorizations issued by ESRD under the Water Act and Public Lands Act for flood recovery activities as a result of the 2013 flood. This document is intended support the " Expedited Approval Process for Flood Recovery Information Sheet" and provides further general information about EAPFR authorizations, phases, reviews and internal referrals.

In June 2013, large areas of Southern Alberta experienced a deluge of heavy rainfall that caused disastrous levels of flooding. The scale and impacts of the flooding are unprecedented in Alberta, and resulted in the first ever State of Provincial Emergency to be declared in Canadian history. During the height of the events, and the first few days after June 20, 2013, there were 29 local states of emergency declared in the province.

Following the 2011 Slave Lake wildfires, the Alberta government introduced several changes to Alberta's emergency preparedness system in Alberta under government's plan to improve public safety governance. Many were already in development or being planned. The recommendations in the KPMG report Lesser Slave Lake Regional Urban Interface Wildfire Lessons Learned Report align with these initiatives.

The wildfires that threatened the Lesser Slave Lake region in May of 2011 resulted in the largest disaster in the history of Alberta. Never have so many people been evacuated, or so much property been lost. Never has there been a rebuilding job like the one faced in the aftermath of the wildfires - roughly a quarter of the Town of Slave Lake was destroyed along with a large number of structures in the adjoining Municipal District of Lesser Slave River No.124. Governments, citizens, first responders and groups across the province came together in a heroic and unprecedented way to help fight the wildfires, support residents and help the affected communities to rebuild and recover. When an event unlike any seen before occurs, there are always lessons to be learned. The Government of Alberta, through Alberta Municipal Affairs, commissioned this study to examine what happened and what insights can be gained from the experience of the wildfires and their aftermath. Description

The Minister of Sustainable Resource Development created the Flat Top Complex Wildfire Review Committee to assess Alberta's wildfire management program with a focus on the department's response to the wildfires that entered the Town of Slave Lake and nearby communities of Poplar Estates, Canyon Creek, and Widewater in May, 2011. This report presents the findings of the committee and makes 21 recommendations. The Government of Alberta has fully met the intent of all 21 recommendations, and initiatives that respond to the recommendations have been incorporated within Agriculture and Forestry's wildfire management program.
