Description

In July of 2011, the former Minister of Municipal Affairs ordered an inspection to be conducted on the affairs of the Town of Redcliff. This came as a result of a request from council and a sufficient petition from the residents of the Town of Redcliff (Town). Municipal Affairs inspectors undertook a review of the Town's management and operations and found that, while the Town has been managed and operated for the most part in a manner that is in accordance with the Municipal Government Act, in some instances the Town has been managed and operated in an irregular and improper manner. This report makes 41 recommendations that endeavour to assist the Town in addressing concerns brought forward by residents, and also makes a recommendation to the Minister to issue directives to address those items that are of a more serious nature or a direct contravention of the Municipal Government Act.

The Council of the Town of Coronation requested the Minister of Alberta Municipal Affairs to review how they are doing their job. Council recognized that they may have problems and wanted to improve. The inspection has determined that the Town has been governed in an improper and irregular manner. "Improper" because of councillor conduct: inappropriate councillor conduct and poor Council relations were what triggered Council's request for a municipal inspection. "Irregular" because there are contraventions of the Municipal Government Act. These contraventions must be addressed, and include roles and responsibilities, acting by bylaw or resolution, bylaw adherence, and in camera sessions.

In July 2011 The Minister of Municipal Affairs received a petition from the electors of the Village of Champion to "conduct an inquiry of the municipal affairs of the Village of Champion for the year 2010 to present." An inspector was appointed in November 2011 and the inspection took place from January 9 to January 11, 2012. The report of the inspector points out a number of items that appear to be in contravention of the Municipal Government Act. The findings and recommendations in this report are intended to be helpful to the Village Council and residents and hopefully help guide a return to clear understanding and productive discussions among the parties.

In March 2011 the Village of Bawlf council requested the Minister of Alberta Municipal Affairs to conduct an inspection into the affairs of the municipality. This report contains 32 recommendations relating to village operations and council governance issues. Based on their findings, the inspectors believe the municipality is being managed in an irregular, improvident and improper manner. They also believe the appointment of an Official Administrator to supervise the village would assist Council and Administration in moving past their difficulties in a positive manner.

Many of the issues raised by the petitioners were being worked on and heading to a successful resolve even before the municipal inspection took place. Upon receiving a request to conduct a dissolution study of the City of Cold Lake, the Minister of Municipal Affairs appointed inspectors in November 2009 to conduct an inspection on any matter connected with the management, administration or operation of the City of Cold Lake and to report on matters which they believe fell within the guidelines of "irregular, improper or improvident conduct by Council, individual Councillors or by municipal staff". The report focuses on two significant elements: the inspection conducted under Section 571 of the Municipal Government Act, and a "Review of Municipal Sustainability" wherein the expressed desire of the City of Cold Lake to dissolve was examined.
