Description

The South Saskatchewan River Basin Water Management Plan is designed to resolve several issues concerning water management in the basin, such as the availability of water for future allocations and river flows for the aquatic environment. This report outlines the first phase of the plan which will establish a system for water allocation transfers, and recommends that no further applications for allocations in the St. Mary, Belly and Waterton Rivers be accepted.

Presents long-term forecasts for population and water demand (withdrawals and consumptive use) to assist with water management planning in the South Saskatchewan River Basin. The major water use categories quantified are municipal, industrial, stockwatering, other agricultural (non-irrigation) and water management. (Water management uses include licensed projects involving lake stabilization, remediation and flood control.) The study was commissioned as part of the South Saskatchewan River Basin water management review.

Description

Golder Associates Ltd. was commissioned by the Governments of Alberta and Saskatchewan to assess the concept of a dam on the South Saskatchewan River just upstream from the Alberta-Saskatchewan border. The concept of a dam at the Meridian site has been considered for many years, but no previous studies have assessed the economic, environmental, and social benefits and costs. The purpose of this study is to provide a preliminary estimate of benefits and costs, as well as a broad assessment of the potential environmental and social issues associated with construction and operation of a dam and reservoir. This reservoir would supply water for irrigation, generate hydroelectric power and perhaps offer opportunities for water-based recreation. Findings of this study are expected to assist the Governments of Alberta and Saskatchewan in determining whether further investigation of the Meridian Dam is warranted.

Description

The planning program described in this report is designed to provide a framework plan for the management of water to meet those needs. The Program is being conducted in two phases. The first, or strategic planning phase, the basis for this report, will result in the development of a strategy for the use and management of water in the basin. The program will identify objectives to be achieved through water use and management, and establish, from among a number of options, the most appropriate water use and management strategy for contributing to the achievement of those objectives. The second, or framework planning phase, will set out specific ways and means for managing water to achieve the objectives, consistent with the strategy.
