Description

The planning program described in this report is designed to provide a framework plan for the management of water to meet those needs. The Program is being conducted in two phases. The first, or strategic planning phase, the basis for this report, will result in the development of a strategy for the use and management of water in the basin. The program will identify objectives to be achieved through water use and management, and establish, from among a number of options, the most appropriate water use and management strategy for contributing to the achievement of those objectives. The second, or framework planning phase, will set out specific ways and means for managing water to achieve the objectives, consistent with the strategy.
