This anual forms the basis of Alberta Transportation's Bridge Inspection and Maintenance (BIM) System. The primary goals of the BIM system are to: ensure an appropriate level of safety to the travelling public; protect the province of Alberta's significant investment in bridges; and ensure that inspections within the province are completed in a consistent and uniform way. It is intended that this document be used as both a training manual for new inspectors and an ongoing reference source for seasoned practitioners. Although the manual's main focus is on the proper rating of the various bridge elements, it also touches on the setup of the BIM system, inspection preparedness and techniques, and maintenance recommendations.

It outlines Alberta Transportation's representatives responsibilities (the consultant and sub-consultants) throughout the fabrication process including the review of prefabrication submissions, review of quality control inspection and testing information, completion of quality assurance inspection and testing, and the assembly and production of fabrication documentation for record purposes. The responsibilities of the consultant and their sub-consultants form the quality assurance program for the fabrication of bridge components that directly contributes to the safety, reliability, durability and long-term management of bridges throughout the province.

This report covers the Stage 1 portion of the project and focuses on the project area within the Municipality of Crowsnest Pass. Highway 3 is part of Canada’s National Highway System (NHS), moving people, goods and services interprovincially and internationally. The corridor provides a primary connection between southern Alberta to provinces east and west and is one of only three continuous east-west routes through Alberta.
