Environmental Impact Assessment and associated applications pertaining to the proposed Parsons Creek Aggregates Parsons Creek Aggregates Limestone Quarry Project. The proposal is for a limestone quarry with production rates of 500,000 tonnes per year initially with potential for peak production rate of 2.5 million tonnes per year in the future. The location is north of the Fort McMurray Urban Service Boundary and between Hwy 63 and the Athabasca River within the Regional Municipality of Wood Buffalo. The EIA was deemed complete in 2013. The proposal involves an oil sands surface mine and bitumen extraction facilities, including associated infrastructure, with a production capacity of 114,500 barrels per day. The location is approximately 100 km northeast of Fort McMurray in the Municipality of Wood Buffalo. The project was withdrawn in 2008. Description

This synthesis report builds on information generated during the Northern River Basins Study. It presents information from the Northern River Ecosystem Initiative to give a new benchmark on the present health of the northern river basins. The report also provides an update on development in the basins, and describes initiatives, policies, partnerships, regulations, monitoring, research and other programs implemented to protect the environment. Results of more than 20 scientific projects undertaken during the five-year study are summarized, and a discussion and conclusions about what has been learned is presented.

Description

The Northern Rivers Ecosystem Initiative (NREI) was a five-year endeavor by the governments of Canada, Alberta, and the Northwest Territories to address commitments made by the three governments in response to the preceding Northern River Basins Study (NRBS). The NRBS was itself a five-year initiative to obtain information regarding the existing conditions in, and the effects of development on, the aquatic ecosystem of the Peace-Athabasca-Slave river basins. The NREI involved scientists and resource managers from governments, universities, industry, and other organizations. Highlights of their actions are included in this report, with further detail available in various technical science reports.

Description

The governments of Canada, Alberta and the Northwest Territories established the Northern Rivers Ecosystem Initiative to answer questions and address recommendations from the Northern River Basins Study, which took place between 1992 and 1996. The initiative was a science-based effort to gain more information to help understand the impacts of human activities on aquatic ecosystems in this region of Canada's north. This resource provides a general summary of the findings of the initiative. It also included are references to other studies and monitoring programs done during these years.

Description

Although the proposed mill would be one of the least polluting bleached kraft pulp mills in the world, and even though it would have economic benefits associated with it, the Review Board recommends that it not be approved at this time. The major reason for this recommendation is the effluent which would be discharged to the Athabasca River, and in particular, its content of chlorinated organic compounds and the cumulative effects this effluent and that from other mills would have on the Athabasca-Peace River system. The Alberta-Pacific would use technology which would reduce the chlorinated organic compounds to a low concentration. However, the limited available data indicate that there are already measurable amounts of dioxins and furans in fish in the river system near existing mills and extending to more than 1000 km downstream.
