This particular post-incident assessment focuses on the Province's support to stakeholders, emergency social services, and community evacuations during the May 2016 Wood Buffalo wildfire and its aftermath. To continuously enhance Alberta’s public safety system, it is the Alberta Emergency Management Agency’s policy and practice to conduct a formal post incident assessment after all major events.

A review of the Municipal Government Act was begun by the Government of Alberta in 2012, to ensure the Act continued to meet evolving needs. As part of the public consultation process, regional engagement sessions were held in eleven locations around the province during the period February to April 2014, to give Albertans an opportunity to provide input in person. This record contains summaries of inputs received during each session held in these 11 locations.

This post-incident assessment reviews the Province's response to the wildfires that threatened the Lesser Slave Lake region in May of 2011. It finds that the response to the Lesser Slave Lake disaster met or exceeded standards and leading practices from around the globe, and also highlights innovative practices to be captured for the future and lessons to be learned. It makes 19 recommendations to enhance emergency preparedness, response and recovery.

Description

The Minister of Municipal Affairs received a petition from the electors for the Town of Spirit River asking the Province to look into the affairs of the Town's operations, and as a result the Minister ordered an inspection of the Town, which was conducted in January 2011. Many of the issues raised by the petitioners were being worked on and heading to a successful resolve even before the municipal inspection took place. This report includes several recommendations to guide the Council on a go-forward basis in their efforts to make positive change for their residents.

The principles and rationale of inter-municipal property tax base-sharing are sound and reasonable. However, a program of sharing all commercial-industrial assessment (including existing assessment) among all municipalities in the Province is not a viable proposal. Therefore, a program of growth-sharing, which would involve the sharing of a portion of future commercial industrial growth, is proposed.
