The Compliance Cost Containment Program provides relief to eligible facilities experiencing economic hardship as a result of compliance cost obligations under the Technology Innovation and Emissions Reduction Regulation (TIER) (and formerly under the Carbon Competitiveness Incentive Regulation (CCIR)). This dataset lists the names of regulated organizations and facilities that have received program support in past compliance years, as well as the type(s) of support provided to each facility. Program support types include: Additional Compliance Flexibility – Under CCIR and TIER, the quantity of credits (Alberta-based emissions offset credits and emissions performance credits) an organization may use to comply with the true-up obligation for a regulated facility in any compliance year is limited by a compliance flexibility limit threshold. This greenhouse gas emissions dataset shows area fugitive emission from tailings ponds and mine face at the oil sands mining facilities in Alberta. The data were reported between 2011 and 2021 under the Technology Innovation and Emission Reduction Regulation and preceding regulations in Alberta. The produced bitumen and the diluent flared/wasted volumes reported in the Alberta Energy Regulator's statistical report ST-39 are included in the dataset for reference.

Additional information regarding details on emissions scope and coverage, tightening rate, review periods and the assignment of transition allocation benchmarks is also provided.

The scope of this protocol enables generation of emission offsets for landfill gas capture and combustion and/or combustion of landfill gas in an energy recovery system that displaces electricity. The installation of landfill gas capture and combustion technology can convert methane to carbon dioxide resulting in a reduction in greenhouse gas emissions. Combustion with energy recovery can further reduce emissions by displacing fossil fuel sourced energy used to generate electricity and heat.

Reductions in greenhouse gas emissions can be achieved through optimally-operated aerobic composting. This quantification protocol sets the parameters for offset projects involving aerobic composting. For the purposes of this protocol, the baseline condition for eligible waste streams is set as anaerobic decomposition in a managed landfill in Alberta. The project condition is a demonstrated diversion of waste from the baseline case of landfilling to an eligible aerobic composting project.
