Description

The Capital Region Implementation Progress Report is a deliverable under the Capital Region Air Quality Management Framework and the Fine Particulate Matter Response. The report provides an update on the efforts to date by Alberta Environment and Parks and stakeholders in the Capital Region on addressing air quality concerns and identifies upcoming implementation priorities. The report is to be released annually.

Description

Ambient air quality assessment summary reports are produced annually under the Capital Region Air Quality Management Framework. The purpose of these reports is to assign an ambient air quality level to each monitoring station in the Capital Region for the Framework's four contaminants of concern. The 2014 assessment summary report contains level assignments for : NO2 and SO2 based on the 2014 data; and for PM2.5 and O3 based on the 2011-2013 data period.

Description

The Red Deer air quality monitoring station has exceeded national standards for fine particulate matter (or PM2.5) for three consecutive reporting periods starting in 2013. Government initiated work in this area in 2013 to develop an action plan in response to the exceedances. A local response plan was developed collaboratively between municipalities, industry, the local airshed and the provincial government. The local plan has since been supplemented by a province-wide government action plan. Sources of emissions affecting regional ambient air quality are a combination of industrial, transportation or non-point sources such as home heating. This is one of the response plans being implemented regionally and provincially to help reduce particulate matter throughout Central Alberta

Description

This report was developed in response to the exceedance of the Canada-wide Standard for fine particulate matter at Red Deer Riverside monitoring station. The science report represents a compendium of the shared understanding of the influences, both natural and anthropogenic, affecting fine particulate matter concentrations at Red Deer Riverside monitoring station, and includes the acknowledgement of gaps in knowledge. It serves as the basis for multi-stakeholder collaboration to identify, develop and implement management actions to address the issue. The Science Report is an accompanying document to the Red Deer Fine Particulate Matter Response and was developed in context of the goal of the Response.

Description

Alberta Environment and Parks has completed the 2011-2013 Canadian Ambient Air Quality Standards (CAAQS) PM2.5 and ozone assessment. This report is the first such annual assessment applying the new CAAQS standards and approach. Alberta’s six air zones have been assessed for achievement against the CAAQS using thirty three ambient air monitoring stations distributed throughout the province. A summary of the CAAQS achievement status and the air management level for each air zone is presented in Table 1. Management actions have already been initiated within some air zones as part of Alberta’s implementation of the former Canada-wide standards for PM2.5 and ozone.

Description

The Capital Region Fine Particulate Matter Response (the ‘Response’) was prepared when Alberta Environment and Sustainable Resource Development annual ambient air quality assessments found that fine particulate matter concentrations in the Capital Region exceeded the Canada-wide Standard. The provincial annual assessments for fine particulate matter in 2008–2010 and 2009–2011 identified that Edmonton Central and Edmonton East air monitoring stations were in Level 4 (the Mandatory Plan to Reduce Action Level) of the Framework. In addition, Edmonton South and Lamont monitoring stations were in Level 3 (the Management Plan Action Level). According to both the Framework and the Clean Air Strategic Alliance (CASA) Particulate Matter and Ozone Management Framework, Alberta’s commitment to achieving the Canada-wide Standard required that a mandatory response plan is developed by Fall 2014.
