Description

The purpose of this document is to assist facilities regulated under the Specified Gas Emitters Regulation in completing annual compliance reports and to provide information about the compliance options available to facilities that are unable to meet their emissions reduction targets through facility level improvements. This document should be applied when completing compliance reporting for the 2013 emissions year.

Description

Alberta’s Specified Gas Reporting Program has collected facility greenhouse gas emissions data since 2003, and is a core component of Alberta’s 2008 Climate Change Strategy. In 2005 (for 2004 emissions data collection), Alberta harmonized its Specified Gas Reporting Program with the Government of Canada’s Greenhouse Gas Emissions Reporting Program. Since then, Alberta has jointly collected greenhouse gas data from Alberta’s largest industrial emitters with the Government of Canada. Alberta facilities report their emissions data to Environment Canada through the federal reporting program and the results are forwarded to Alberta Environment and Sustainable Resource Development, allowing both provincial and federal reporting requirements to be satisfied. This protocol specifically addresses grid connected wind and solar generation projects with a rated electrical capacity of less than 1 MW located at the consumer end of the electric distribution system. Individual projects will yield small volume emissions reductions that cannot be processed as stand-alone offset projects in the Alberta Offset System. The methodology provided in this protocol is for aggregated, distributed renewable electricity projects. The purpose of this doucment is to assist offset market participants (protocol developers) wishing to develop quantification protocols for use in the Alberta offset system where the intended final purchaser of offset credits generated is a facility regulated under the Specified Gas Emitters Regulation. Alberta's offset market was initiated as a market instrument to support compliance under the Specified Gas Emitters Regulation. The Regulation requires all large, industrial facilities in Alberta emitting over 100,000 tonnes of carbon dioxide equivalent per year to reduce their emissions intensity by 12 per cent per year from their government approved baseline emission intensity.

The purpose of this document is to assist regulated facilities under the Specified Gas Emitters Regulation with the completion of Baseline Emissions Intensity Applications. A facility's stated baseline emissions intensity (BEI) value must be representative of the facility's normal operating conditions. If the baseline period is not representative of that facility's standard operating conditions, the Certifying Official must contact Alberta Environment and Sustainable Resource Development to discuss an adjusted baseline period. More information on alternate baseline periods is available in section 3.2 of this guidance document.

This protocol specifically quantifies greenhouse gas emissions reductions from the following three activities: new carbon stored annually in agricultural soil; lower nitrous oxide emissions from soils under no till management; and associated emission reductions from reduced fossil fuel use from fewer passes per farm field. This quantification protocol is written for project developers and farm operators implementing conservation cropping offset projects in the Dry Prairie and Parkland ecozones. NOTE: Per section 6(2) of the Standard for Greenhouse Gas Emission Offset Project Developers, the prescribed duration of the offset crediting period for existing emission offset projects using the protocol ends December 31, 2021.
