Description

A municipal inspection has been conducted for the municipality of Crowsnest Pass following a request from the residents to inquire into the conduct of the CAO, adminstration and mayor and council. This report draws attention to areas of deficiencies discovered by the inspectors during the course of the inspection and makes a number of recommendations for governance, administration and financial areas of the municipality.

A municipal inspection has been conducted for the Town of Smoky Lake following a request from the town council to inquire into the conduct of the chief elected official. Although the motion of Council was directed specifically at the conduct of the Mayor, the inspection was initiated in order to assess all aspects of municipal operations and governance. The inspection identified a number of areas of concern with Council and Administration of the Town of Smoky Lake. The 56 recommendations contained in this report are intended to address the irregular, improper, and improvident conduct of Council and administration.

The Council of the Town of Coronation requested the Minister of Alberta Municipal Affairs to review how they are doing their job. Council recognized that they may have problems and wanted to improve. The inspection has determined that the Town has been governed in an improper and irregular manner. "Improper" because of councillor conduct: inappropriate councillor conduct and poor Council relations were what triggered Council's request for a municipal inspection. "Irregular" because there are contraventions of the Municipal Government Act. These contraventions must be addressed, and include roles and responsibilities, acting by bylaw or resolution, bylaw adherence, and in camera sessions.

A petition was in the process of being prepared by Town residents when the Minister decided to conduct an inspection of the management, administration and operations of the Town. The inspector was also appointed as an Official Administrator during the course of the inspection. The inspection has determined that the Town has been governed and managed in an irregular, improper and improvident manner. There are numerous contraventions of the MGA which must be addressed. This report has 69 recommendations grouped in the categories of governance, meeting procedures, agendas and minutes, financial, and administration. In July 2011 The Minister of Municipal Affairs received a petition from the electors of the Village of Champion to "conduct an inquiry of the municipal affairs of the Village of Champion for the year 2010 to present." An inspector was appointed in November 2011 and the inspection took place from January 9 to January 11, 2012. The report of the inspector points out a number of items that appear to be in contravention of the Municipal Government Act. The findings and recommendations in this report are intended to be helpful to the Village Council and residents and hopefully help guide a return to clear understanding and productive discussions among the parties.

In May 2011, the Minister of Municipal Affairs appointed Activation Analysis Group Inc. to perform a municipal inspection, limited primarily to financial policy. The inspector found that financial practices appear to be performed in a manner consistent with the practices used in other municipalities. However, codification of these into current written Village policies and procedures has not been achieved. The main recommendations of this report addresses these gaps, and include better communication with residents regarding the structure and processes that govern the Special Areas Board-Village relationship.

Description

The Minister of Municipal Affairs received a petition from the electors for the Town of Spirit River asking the Province to look into the affairs of the Town's operations, and as a result the Minister ordered an inspection of the Town, which was conducted in January 2011. Many of the issues raised by the petitioners were being worked on and heading to a successful resolve even before the municipal inspection took place. This report includes several recommendations to guide the Council on a go-forward basis in their efforts to make positive change for their residents.
