This data set reflects child care programs in Alberta licensed under the Child Care Licensing Act (prior to February 2021) and under the Early Learning and Child Care Act (February 2021 and after).   Data prior to February 2021 included reflects child care programs in Alberta licensed under the Child Care Licensing Act. Program types under the Child Care Licensing Act included day care programs, out-of-school care programs, preschool programs, group family child care, family day homes (approved by a licensed family day home agency), and innovative child care programs.   In February 2021, child care licensing changed from program-based to facility-based under the Early Learning and Child Care Act. There are now four types of licenses: facility-based programs, group family child care programs, family day homes (approved by a licensed family day home agency), and innovative child care programs. The Government of Alberta has provided operational grant funding to early learning and child care centres to support access to, and affordability of, quality child care spaces in Alberta. This report by R.A. Malatest & Associates Ltd. presents the findings of the Year 1 (2017/2018) and Year 2 (2018/2019) evaluations of the initiative. Also included in this record is a summary report from Children's Services which highlights some of the evaluation's key findings and briefly outlines the Alberta government's next steps for initiatives and investments in child care.

Building Strength, Inspiring Hope: A Provincial Action Plan for Youth Suicide Prevention 2019 – 2024 was released in March 2019. One of the actions the Government of Alberta committed to was to support the co-creation of First Nations and Métis youth suicide prevention graphic novels to provide an awareness resource that is reflective of the experiences of Indigenous youth. Children’s Services partnered with Indigenous Story Studio to create two graphic novels related to suicide prevention and mental health promotion; one reflects a First Nations story and the other a Métis story, both with a focus on wellness. The graphic novels were created through engagement with Indigenous youth across Alberta.

The Well-being and Resiliency Framework provides rationale for and describes the ways of working to promote well-being and resiliency in Alberta. It defines the key elements of the prevention continuum of services, identifies desired outcomes, supports decision-making on funding and service delivery and promotes an understanding of how trauma impacts development. The framework captures emerging research and leading practices and reflects the cultural diversity of Alberta. It also incorporates Indigenous perspectives on well-being and resiliency. The framework offers an interconnected perspective by sharing insights about how well-being and resiliency are promoted from both western and Indigenous worldviews.

The Evaluation Framework describes the desired results of the Well-being and Resiliency Framework and outlines ways to monitor progress towards and understand meaning of outcomes. It supports provincial implementation of the Well-being and Resiliency Framework by serving as a platform for ongoing monitoring, adaptation and continuous improvement. The Evaluation Framework will ensure the desired outcomes identified in the Well-being and Resiliency Framework are clearly articulated to be specific, measurable, reasonably achievable, relevant and timely. The Evaluation Framework includes indicators and measures for the defined continuum of services; processes to measure and report on outcomes and effectiveness of wellbeing and resilience programs provincially; and supports regular reporting on the achievement of the overarching outcome of helping children and youth be safe and reach their full potential.

The miyo resource discusses foundational beliefs and approaches of Indigenous peoples to promote well-being and resiliency and outlines an evaluative process that honours an Indigenous worldview. This resource supports provincial implementation of the Well-Being and Resiliency Framework by outlining an evaluative framework that recognizes culturally-based practice and assesses program effectiveness and the achievement of outcomes in a meaningful way. The miyo resource was developed recognizing that western-based evaluation practices are generally not effective when working with Indigenous communities. It includes a model for service delivery and outcome and performance measurement that accurately and culturally assesses the impact and value of culturally designed services provided by and for Indigenous client populations.
