Description

In Alberta, equalized assessment is the means of comparing property wealth in a uniform manner for all municipalities. Alberta uses an ad valorem assessment and tax system where property taxes are based on wealth and wealth is measured by the value of property expressed as an assessment. Equalizing an assessment is simply a process of adjusting each municipality's taxable assessment to a common year in accordance with current legislation and policy. The equalization process results in a common provincial assessment base that is used to determine the amount of requisition for each requisitioning body.

The FIR represents a standardized summary of the information contained in the annual audited financial statements of each municipality including assets, liabilities, revenue, expenses, long term debt, and property taxes. The SIR provides basic municipal statistics including population, assessment and tax rate information.

The tools in this toolkit have been designed to help kick-start municipalities who are in the early stages of their asset management journey, or to support others with continuous improvement of their asset management programs. The purpose of these tools is to provide a low-barrier path to municipalities to build foundations of asset management practices and thinking. Asset management practices should be tailored to suit an organization, so these tools should be used as guidelines or support where needed – not as prescribed approaches that must be conformed to.
