Description

Alberta Forestry and Parks and the Alberta Energy Regulator manage the use of public lands for all Albertans through the issuance of dispositions. A disposition must be obtained under the Public Lands Act for any access to or activity on public lands and in compliance with the Public Lands Administration Regulation. The Master Schedule of Standards and Conditions (MSSC) identifies conditions that apply to formal disposition applications approved under the Public Lands Act. Conditions displayed in this document are part of multiple approval systems and processes. It is important for the users of the MSSC to also review and understand the information contained within the Pre-Application Requirements for Formal Dispositions document. This provides specific guidance to stakeholders when assessing the additionality of a reduction in greenhouse gas emissions or sequestration of GHGs under the Alberta emission offset system. In order to demonstrate the additionality of the activities that are included or proposed to be included in the development or revision of an emission offset quantification protocol, the use of the tools contained in this technical guidance is a requirement for both the Alberta Climate Change Office and stakeholders. This document explains both the roles each of these parties play, and the process used for reviewing and assessing additionality during protocol development or revision.

Environmental Impact Assessment and associated applications pertaining to the proposed Teck Resources Limited Frontier Oil Sands Mine.The project consists of the construction, operation and reclamation of an oil sands surface mine with a production capacity of about 260,000 barrels per day of bitumen. The project is a truck and shovel mine which includes one open pit, an ore preparation plant, a bitumen processing plant, tailings preparation and management facilities, cogeneration facilities, support utilities, disposal and storage areas, river water intake, a fish habitat compensation lake, bridge, roads, airfield and camp.

As part of the government's response to the June 2013 flooding in Southern Alberta, the Southern Alberta Fisheries Habitat Enhancement and Sustainability (FISHES) Program was established with the aim of mitigating the flood-related effects on fish and fish habitat in the short term and to re-establish a healthy aquatic environment over the longer term. In the absence of an existing process, a number of new tools were developed by the FISHES Program to support effective decision making and the allocation of program funds. The Project Selection and Priority Ranking Tool was developed to help evaluate potential projects based on thirteen biological, social and economic criteria which are weighted to reflect both provincial fisheries management priorities and local fisheries issues and concerns.

Environmental Impact Assessment and associated applications pertaining to the proposed Shell Canada Limited Carmon Creek Project (2009). The proposal involves the expansion of the existing operations to 80,000 barrels per day using vertical steam drive thermal recovery process, along with initial cyclic steam stimulation. The approximate location is 40 km northeast of Peace River in the Northern Sunrise County. The EIA was deemed complete in 2011.
