The purpose of this study was to evaluate the feasibility of various mitigation projects, and combine the most feasible projects into water management plans for the Sheep River and Highwood River basins which suffered severe flood damages at numerous times in the past, most recently in June 2013, and assess flood mitigations for the South Saskatchewan River Basin, including the feasibility of various flood mitigation projects for the City of Medicine Hat.

Description

The Turner Valley gas plant site, used for many decades for petroleum production and refining, was decommissioned after 1985 and was designated as a historic site in 1995. A reclamation program was implemented for the redevelopment of the site. As part of the reclamation program, a groundwater containment and treatment system was constructed to contain and treat impacted groundwater. The objectives of the 2013 monitoring and sampling programs were to evaluate the groundwater quality at selected areas of the historical gas plant and the performance of the containment wall and treatment corridor.

A site protection and remediation project for the The Turner Valley gas plant was completed in the Spring of 2007. This report presents the results of a study of the human health and ecological risk assessment for the Sheep River floodplain beyond the containment wall at the site. The Turner Valley gas plant, western Canada’s first natural gas processing and refining facility and the site of Alberta’s first major oil and gas discovery, is a provincial historic resource and a national historic site.

Water conservation objectives set out the volume and quality of water to remain in rivers for the protection of a natural water body and its aquatic environment. They are flow targets under the first-in-time, first-in-right priority water allocation system and apply to all new licences and existing licences with a retrofit provision.

The purpose of the 2009 groundwater monitoring program was to collect groundwater data in order to assess the performance of the remediation system.
