Description

This report presents a summary of annual streamflow on the Lower Athabasca River and water use by the mineable oil sands sector and other licensed users, relative to weekly management limits, and provides analyses of six of the seven adaptive management triggers. This evaluation fulfills commitments for public reporting outlined in the Lower Athabasca Region Surface Water Quantity Management Framework.

Alberta Environment is setting strict limits on how much water oil sands companies can remove from the Athabasca River under a new framework that sets maximum withdrawals. With this unprecedented action, Alberta Environment is putting in place a water management framework for immediate protection of the Athabasca. Alberta is providing this regulatory backstop as an interim measure while key stakeholders continue to work on long-term planning to safeguard the river.

This Water Management Framework is designed to protect the ecological integrity of the lower Athabasca River during oil sands development. It represents the work of Alberta Environment and Fisheries and Oceans Canada. The Cumulative Environmental Management Association (CEMA) a multi-stakeholder group that includes environmental groups, First Nations, industry and regulators has also contributed to this framework.

Description

This report identifies historical, annual and open water, low flow sequences for 13 stations in the Athabasca River Basin. Frequency curves are developed which provide an estimate of droughts of a specified exceedance probability. Drought events recorded on the Athabasca River below McMurray with an exceedance probability greater than 0.90 are identified and discussed. The analysis provides low flow information which can be used to determine general management guidelines for the Athabasca River Basin.
