Development proponents must comply with standard conditions under the Historical Resources Act, which are applicable to all land surface disturbance activities in the Province. Standard conditions require applicants to report the discovery of historic resources. These requirements are stated in Standard Requirements under the Historical Resources Act: Reporting the Discovery of Historic Resources.

Historic resources discovered during the course of development activities must be reported to the Heritage Division of Alberta Culture, Multiculturalism and Status of Women. Historic resources include archaeological resources, palaeontological resources, historic period sites, and Aboriginal traditional use sites. This document Provides contact information for the individuals to be notified in the event of discovery of a historic resources.

This bulletin is issued to assist subdivision applicants, developers, municipalities, and other planning authorities in ensuring that proposed subdivisions are compliant with the Historical Resources Act. Under the Act, subdivisions developed in the Province of Alberta must conform to the procedures outlined in this guidance. This applies equally to developments on private or public land.

Under The Government of Alberta’s Policy on Consultation with First Nations on Land and Resource Management, 2013 Alberta has created the Aboriginal Consultation Office (ACO). The ACO oversees Alberta’s role in consultation. Requirements for consultation under the Historical Resources Act (HRA) will still be managed by Alberta Culture and Status of Women. Proponents and agents may need to contact Alberta Culture and Status of Women as part of the approval processes required by the Government of Alberta prior to the onset of development activities. Alberta Culture and Status of Women is the regulatory authority for traditional use sites that are considered historic resources under the HRA.
