This submission outlines Alberta's concerns regarding the proposed federal methane regulation amendments for the upstream oil and gas sector. In it, Alberta identifies significant flaws in the proposed regulations, modelling and impact assessment, as well as the absence of necessary federal financial support to achieve meaningful reductions. The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. As set out in Section 92A of the Constitution Act, 1867, Alberta has exclusive jurisdiction to manage the rate of non-renewable natural resources production and operational aspects of their development in the province.
