This addendum outlines Forest Management Plan-specific ground rules which apply to Forest Management Unit F23. These rules are in addition to the Alberta Timber Harvest Planning and Operating Ground Rules 2023. Where a rule in the addendum and a rule in the provincial OGR relate to the same subject matter or objective, the rule in the addendum governs. FMP-specific addendums are supplemental to the OGRs and will be negotiated with the applicable FMA holder where additional ground rules are needed to address specific strategies in an FMP or unique physical or non-physical landscape attributes.

Ground rules are the practices used in planning and conducting timber harvesting operations. They constitute the methods used to implement decisions made in forest management plans and other higher-level plans such as integrated resource plans. Ground rules establish practices that minimize the chance of negative effects from timber harvesting and forest management operations and activities.

This review aims to assist the department in better understanding the relevance, efficiency, and effectiveness of Fish and Wildlife Stewardship through a review on background documentation and data, interviews with internal and external stakeholders, and jurisdictional research and interviews. Recommendations from the report include the following: - Modernize and implement the Fish and Wildlife Policy for Alberta. - Complete land-use and water planning across Alberta to strengthen habitat management. - Further develop coordination and engagement beyond the Fish and Wildlife Stewardship program to enhance communication and participation opportunities and/or develop shared outcomes. - Use opportunities to remedy resourcing constraints, ensuring strategic outcomes can be met. - Leverage and embrace innovation and technology. The MNP report proposes a five-year implementation plan.
