In 2005, the Government of Alberta initiated consultation on a proposed mineable oil sands strategy to clarify and update policies that guide and regulate oil sands development. A multistakeholder committee was formed in 2006 to consult with Albertans on oil sands development. Input was received from a range of stakeholders representing a variety of views on oil sands development.

Description

In January 2007, the Aboriginal Consultation Interdepartmental Committee was formed to gather feedback from First Nations and Métis on the potential impacts that Alberta’s oil sands development may have on Aboriginal rights and traditional uses. This process ran parallel with a larger public consultation process with stakeholders in Alberta. The following report describes the background of Alberta’s Oil Sands Consultations initiative, how consultation was undertaken with each group, feedback received during the consultation process, the full versions of recommendations that First Nations and Métis would like to put forward to the Ministers for consideration, and Alberta's next steps for further consultations with First Nations and Métis.

The Aboriginal Policy Framework sets out the basic structure for existing and new Government of Alberta policies to address First Nation, Métis and other Aboriginal issues in Alberta. The Framework's two goals address improving socio-economic opportunities for Aboriginal peoples and communities and clarifying roles and responsibilities of federal, provincial and Aboriginal governments and communities. For each goal, the Framework lays out principles and commitments to action and calls for Government of Alberta Ministries to address Aboriginal issues in their business plans and report progress in their annual reports. The Framework addresses the treaty and constitutional rights of Aboriginal people and all Albertans with respect to the use of public lands.

This paper addresses the question of the positions of various Plains Indian tribes across the southern Alberta landscape at about the time of first European influence and, later, actual European contact. The primary data sources consulted are the published historic and ethnographic accounts of the four tribes given serious consideration: the Blackfoot, the Kutenai, the Gros Ventre and the Snake or Shoshoni.

Archaeologists have discerned changes in artifact styles which allow this long record of human habitation to be divided into periods and phases/complexes. The periods document changes in weapon technology while the phases/complexes reflect style changes through time. Archaeologists have interpreted these changes in various ways, which are explored in this manuscript.

Description

This thesis investigates prehistoric cultures of the Northern Great Plains during the period from 1000 BC to 1000 AD, viewing them within a taxonomic framework of archaeological units—the phase and cultural tradition. In this thesis 200 archaeological components and 155 radiocarbon dates are utilized to develop 11 phases, eight subphases, and six cultural traditions. The phases and subphases are described in terms of their artifact, settlement, subsistence, and burial systems. The relationship of these various phases and cultural traditions are examined to determine if they represent either indigenous populations who became acculturated to new cultural patterns or intrusive populations into the northern half of the Great Plains.
