Alberta’s Specified Gas Reporting Program has collected facility greenhouse gas emissions data since 2003, and is a core component of Alberta’s 2008 Climate Change Strategy. In 2005 (for 2004 emissions data collection), Alberta harmonized its Specified Gas Reporting Program with the Government of Canada’s Greenhouse Gas Emissions Reporting Program. Since then, Alberta has jointly collected greenhouse gas data from Alberta’s largest industrial emitters with the Government of Canada. Alberta facilities report their emissions data to Environment Canada through the federal reporting program and the results are forwarded to Alberta Environment and Sustainable Resource Development, allowing both provincial and federal reporting requirements to be satisfied. In 2005 (for 2004 emissions data collection), Alberta harmonized its Specified Gas Reporting Programwith the Government of Canada’s Greenhouse Gas Emissions Reporting Program. Since then, Alberta has jointly collected greenhouse gas data from Alberta’s largest industrial emitters with the Government of Canada. In 2002, Alberta signaled its commitment to manage climate change and greenhouse gas emissions in the province by passing the Climate Change and Emissions Management Act. One of the first actions taken under the new legislation was to develop a mandatory reporting program for large industrial emitters in Alberta. Beginning in 2004, large industrial emitters in the province were required to submit an annual report on their previous year’s greenhouse gas emissions. The province has now collected data for six consecutive reporting periods, including the 2009 emissions year.

Description

The Government of Alberta is committed to taking action on climate change. Beginning with its Climate Change Action Plan - Albertans & Climate Change: Taking Action, released in October 2002, the Government of Alberta identified a number of strategies the province would use to address climate change. One of these actions included the development of a mandatory reporting program for large industrial emitters in Alberta. Beginning in November 2004, large industrial emitters in the province were required to submit an annual report on their previous year’s greenhouse gas emissions. The Specified Gas Reporting Program requires any Alberta industrial facility that emits more than 100 kilotonnes (kt) of greenhouse gases, expressed as carbon dioxide equivalent, to report their emissions to Alberta Environment through a secure electronic data reporting system. Beginning with 2004 reporting, the Alberta system was harmonized with the National Mandatory Greenhouse Gas Reporting Program.

The specified gas reporting program was developed as part of the Government of Alberta's climate change action plan, Albertans and Climate Change: Taking Action, released in October 2002. The Climate Change and Emissions Management Act defines a specified gas as any gas that traps heat near the earth’s surface. Specified gases include the following greenhouse gases: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride. For the purpose of clarity specified gases will be referred to as greenhouse gases in this report.

Description

The objective of the Alberta Climate Model is to provide a process for detailed description of Alberta climate, both for current use, and as a baseline from which to estimate impacts of changes suggested for future climates. The Model combines long-term records from weather stations with physiographic descriptors of station locations to allow the interpolation and extrapolation of values for climatic variables along gradients. Although built on a base of climatic data collected largely in agricultural environments, the Model facilitates estimation of values for climatic variables in areas poorly represented by climatic stations. This provides a much more complete picture of climate for the whole province.

The development of a mandatory GHG reporting program was a commitment identified in Albertans and Climate Change: Taking Action released in October 2002. Information gathered under the provincial program is needed to assist both the province and industry in characterizing emission sources and identifying opportunities for reductions in GHG emissions.

Results of a field study conducted in the summer of 2000 showed that when the antioxidant ethylene diurea (EDU) was applied to crops, there were increases in several parameters. The next step was to verify whether the effects of EDU resulted from EDU-mediated protection against ozone or from plant growth promoting effects of EDU that are independent of ozone. A series of controlled environment trials were designed to test this hypothesis.
