The report details the results of the five-year evaluation of the South Saskatchewan Regional Plan, produced by a third-party evaluation committee. The five-year evaluation is required under the Alberta Land Stewardship Act "to evaluate the objectives and audit the policies of regional plans for the purpose of determining whether either or both are meeting the purposes of this Act, and to make a public report to the Stewardship Minister on the evaluation and audit.”

In 2011, the Environmental Law Centre and the Miistakis Institute, at the request of the Government of Alberta's Land Use Secretariat, undertook an applied research project seeking to better understand the limitations of the current policy on conservation easements in order to inform a more robust policy. Conservation easements are legal contracts between a qualified private land conservation organization (or government agency) and a private landowner, whereby certain rights or opportunities are granted away by the landowner in order to protect the identified conservation values. The resulting land use restrictions are registered on title and run with the land regardless of the owner.

Description

A conservation offset is a tool that enables industry to offset adverse effects of their activities and development by supporting conservation efforts on other lands. In 2009 the Government of Alberta commissioned a study to conduct an analysis of conservation offset options for Alberta. The objective of the study was to evaluate a suite of design options in terms of their ecological and economic impacts and their institutional feasibility. The purpose of the analysis is to provide a deeper understanding of the impact of different offset design options on policy goals, and demonstrate through a proof of concept how different policy options could work in a scaled-up regulated offset market.
